Residents of the service area who:
Were unable to pay rent and/or utilities bills due to financial hardship caused by COVID-19, Demonstrate a risk of experiencing homelessness or housing instability, Have not applied for or received rent or utility assistance which covers the rent/utilities for the requested time period, Earn less than the maximum monthly income (80% AMI) by household size Income Guidelines (80% of AMI)
