Emergency Rental Assistance Program (ERAP)

Offers emergency rental assistance to eligible Colorado renters and landlords who have experienced loss of income due to COVID-19 and are at risk of housing instability or eviction.

Eligibility:

To qualify for rent assistance (formerly EHAP):

  • Applicant has been unable to -?- pay rent, mobile home lot rent, or mortgage because of a financial need due to COVID-19.
    • This can include past-due housing costs as long as the individual was impacted by COVID-19 during that time.
  • Household monthly income is at or below 80% of the Area Median Income.
    • The maximum income limits by county can be found here.
  • Applicant has not already received rental assistance that covered their entire rent for the time period requested. -?-
    • If partial rent assistance was received, the individual may apply for the remainder of rent owed.
  • Other qualifications and documentation required will be explained by the agency an individual applies with.
  • Legal residency/lawful presence is NOT required.

To qualify for landlord's assistance (formerly POP):

  • Tenants must submit a certification of need, stating inability to pay rent because of a financial need due to COVID-19.
  • The rent for the unit for which assistance is requested is set at or below the POP maximum rent listed here. All reasonable mobile home lot rents qualify.
  • The rental unit or mobile home park meet basic health and safety requirements. Self certification is required.
  • The property must not be in foreclosure (if it is, a receivership has been established by the courts).
  • Landlord's state and local real estate taxes must be paid.
  • Applicant must agree to all program requirements and provide the proper documentation. Full program guidelines can be found here.
